QMS software pricing

Most medical device teams find out what a QMS costs only after a demo. This guide collects what we found while researching each system: the prices vendors publish, what buyers report paying, and the costs that sit outside the headline price. All figures are for a team of 10 people, the size we use for every price on this site.

What a 10-person team pays

The published prices for a 10-person team start low and climb quickly:

• OpenRegulatory Formwork charges 499 € a month plus VAT for unlimited users, or $7,188 a year on its US-dollar list.¹ The cheaper tiers stop at 5 users. Formwork has limits: complaints are logged as incidents with no documented investigation step, and it has no REST API, SAML SSO or ISO 27001 certification.²
• Cognidox starts at £6,000 a year, but that tier covers 5 users and has no e-signatures. The tier for 10 users isn’t priced.³
• Greenlight Guru says eQMS packages start at $12,000 a year, without saying how many users that covers.⁴ Vendr reports deals from $20,975 to $54,739 a year.⁵
• SimplerQMS starts at $17,500 a year for up to 15 users, with implementation, validation, migration and training included.⁶
• Matrix Requirements comes to about $21,800 a year at published prices for three engineering users plus ten quality licences.⁷⁸

Where prices aren’t published, our estimates fall in a similar band: $12–25k a year for Arena,⁹ $12–30k for Qualio¹⁰ and $22–29k for Ideagen, whose medical device pack is advertised at “below £20,000 per year”.¹¹¹² MasterControl sits higher. Its Basic package is listed at $25,000 a year on Capterra, and the few contracts Vendr records run from $72,339 to $116,837.¹³¹⁴ So a small device team should plan for roughly $7,000 to $30,000 a year, and more for an enterprise system.

Why most vendors don’t publish prices

Of the systems we reviewed, only Formwork and Matrix Requirements publish full price lists. Vendors rarely say why. What they do say is that the price depends on the deal: MasterControl licenses per named user,¹⁵ ETQ Reliance prices by users, modules or sites,¹⁶ and Arena’s discounts depend on the mix of full, read-only, supplier and training licences.¹⁷

Several vendors used to publish prices and stopped. Arena’s last list price is from 2016, MasterControl’s from 2019 and Qualio’s from 2021.¹⁸¹⁹²⁰ In 2026 Cognidox moved to user-limited tiers and stopped publishing prices above its entry tier.³ The trend is not all one way: Greenlight Guru added its starting price in 2026, after years of pricing pages without figures.²¹

Fees that come on top

Implementation. Qualio charges an implementation fee on every plan and doesn’t publish it.²² Greenlight Guru prices implementation separately.⁴ Ideagen lists implementation at £1,330 a day on its UK government price list.¹¹ Vendr puts Arena’s implementation at $15,000–50,000.⁹ Others include it: SimplerQMS states no onboarding fee,⁶ and Matrix Requirements made its onboarding package optional ($8,000) after charging a mandatory fee in 2025.⁷²³

Validation packs. Ideagen charges £4,000 for an IQ/OQ pack and £9,320 for IQ/OQ/PQ.¹¹ Arena and Cognidox sell validation packages as unpriced add-ons.¹⁷³ Greenlight Guru and Scilife include validation documentation in the subscription.⁴²⁴

Add-ons. Integrations and templates are often extra. Qualio charges for extra edit users, its Integration Hub for GitHub and Azure DevOps, and its SOP template packs.²²

Minimums. SimplerQMS has a $17,500 minimum, and Matrix Quality a $10,000 minimum annual deal.⁶⁸ Several contracts stop you from reducing licences during a term, including Qualio’s and MasterControl’s.²⁵²⁶

Storage. Scilife bills data storage per gigabyte on top of user licences,²⁷ and MasterControl’s terms let it invoice you for exceeding the storage in your quote.²⁶

Renewal and contract terms to ask about

Uncapped increases. Most terms we read let the vendor raise fees at renewal with no cap, including those of Qualio, Greenlight Guru, MasterControl, Arena and Ideagen.^2528262930 Two vendors are more specific. SimplerQMS raises all prices by a fixed 5% every 1 January,³¹ and ETQ Reliance allows up to 7% a year, or new pricing quoted at least 30 days before renewal.³² List prices do move: Matrix Req’s rose about 31–33% between 2023 and 2026.³³⁷

Multi-year terms. Check what the order form says. Greenlight Guru’s agreement defaults to two years if the order form names no term,²⁸ and Ideagen’s to 24 months.³⁰

Auto-renewal. Many contracts renew automatically unless you give notice in time: 60 days for Greenlight Guru and 90 days for SimplerQMS and Ideagen.²⁸³¹³⁰ Put the notice date in your calendar.

Exit and export. Arena’s agreement makes the export after the contract ends subject to its then-current professional services fees.²⁹ Ideagen says large exports cost extra.¹¹ Scilife and ETQ Reliance promise your data back at no charge.²⁷³²

Before you sign, ask for:

• a written cap on renewal increases
• the term and notice period in the order form
• what the data export at the end costs, and in which formats
• every one-time fee: implementation, validation and migration

How we estimate prices

We show a vendor’s own price when it publishes one. When it doesn’t, we estimate a range only if we find at least two independent signals, such as the vendor’s own archived price lists, price benchmarks like Vendr, or dated buyer reports. Pages written by competing vendors are never a source. We convert every price to a yearly cost for 10 people, spread mandatory one-time fees over three years, and date every signal.
