## What a small device company needs from its QMS

The rules scale with the device, not the company. The EU MDR asks every manufacturer to run a quality management system "proportionate to the risk class and the type of device",[^mdr] and FDA's QMSR asks for one "appropriate for its specific device(s)".[^qmsr-scope] A five-person team building a class II device answers to the same clauses as a large manufacturer, with far fewer people to run them. So for a small team the software matters less for what it can configure and more for how much of the routine it takes off your hands.

Before the first audit, the system has to cover:

- **Controlled documents and records**, with approvals that carry a signature and date.[^free] If you sell in the US and keep these records electronically, Part 11 applies to the e-signatures and audit trails; see [21 CFR Part 11 software](/part-11-software/).
- **Training records.**
- **Design and development files and risk management.** In the US these design controls apply to class II and III devices and to class I devices "automated with computer software", which covers most software devices.[^qmsr-design] See [design control software](/design-control-software/).
- **CAPA, complaints, internal audits and management review.** Certification bodies look for internal audits and management review early (see below). See [CAPA software](/capa-software/).
- **Validation of the software itself.** ISO 13485 asks you to validate software used in the QMS, and FDA's 2025 guidance on computer software assurance describes a risk-based way to do it.[^free] A vendor's validation package covers part of that work.

Single sign-on, configurable workflows, supplier portals and multi-site support matter much more at 200 people than at 5. They're what our rating for large companies rewards, and they're often what makes enterprise systems expensive.

One gap software can't close: internal auditors may not audit their own work. NSAI, an Irish certification body, lists this among the common findings "particularly for small organisations",[^nsai] so plan for an outside auditor or a colleague from another area.

## When to buy QMS software

**When design work starts, if design controls apply to you.** Under FDA rules a device in a clinical investigation is exempt from most of the QMSR, but not from design controls.[^ide] So the design history has to be recorded as you develop, not reconstructed when the submission is due.

**Months before you apply for ISO 13485 certification.** With the application, SGS asks for your quality manual and procedures, your internal audit schedule, your last internal audit report and the minutes of your last management review.[^sgs] NSAI expects at least one internal audit and a completed management review by the stage 1 audit, and a full round of internal audits by stage 2.[^nsai] SGS recommends at least 4 weeks between the two stages.[^sgs] By the time you apply, the QMS has to have been running long enough to produce those records.

**Templates first, software later, is a valid path.** Many startups run their first QMS on [free templates](/free-qms-software/) and documents they already manage. The cost comes when you move: documents and records have to be migrated, and that's easier from an export in open formats. If you start in an eQMS, check before you sign what you can take with you when you leave.

## What small teams pay

The cheapest tier often stops at 5 users. Formwork's Starter plan costs $119 a month for up to 5 users, and a larger team needs its $599-a-month plan for unlimited users.[^formwork] Cognidox's Starter costs $7,970 (£6,000) a year for up to 5 users, without e-signatures, and the tier above isn't priced.[^cognidox] SimplerQMS works the other way: $17,500 a year is the minimum, and it covers up to 15 users with implementation, validation, migration and training included.[^simplerqms]

Greenlight Guru says packages start at $12,000 a year without saying how many users that covers; Vendr reports deals from $20,975 to $54,739.[^gg] Ketryx has a free plan, but only for pre-market companies that raised under $2 million.[^ketryx] Most other vendors quote on request. Our [QMS pricing guide](/pricing/) compares what a 10-person team pays across all systems, with the implementation and validation fees that come on top.

## Contract terms that catch small teams

- **Renewal notice.** Formwork's terms renew yearly unless you cancel 30 days before the end, although its marketing says monthly.[^formwork] Greenlight Guru needs 60 days' notice and SimplerQMS 90.[^gg][^simplerqms]
- **Default terms longer than a year.** Greenlight Guru's agreement runs for two years if the order form doesn't name a term,[^gg] Ideagen's for 24 months,[^ideagen] and TrackWise Digital renews for 36 months unless you give notice.[^trackwise]
- **Minimum spends.** SimplerQMS's $17,500, Matrix Quality's $10,000 minimum annual deal and Matrix Req's 6-user minimum ($14,244 a year for Team Plus) apply however small your team is.[^simplerqms][^matrix]
- **Price rises.** SimplerQMS adds 5% to all prices every January.[^simplerqms] Most other contracts we read set no cap; see the [pricing guide](/pricing/#renewal-and-contract-terms-to-ask-about).

## How we ranked QMS software for small teams

Every system we review gets a fit rating from 0 to 10 for teams of 1–10 and 10–50 people, set against [written descriptions](/how-we-rank/#fit): for the smallest teams, a 9 or 10 means a price under about $10,000 a year, a self-serve or fast setup and templates included. The list below is sorted by the average of the two ratings, then by overall score. It doesn't account for your device type or regulatory goal; the [sentence at the top of the homepage](/#shortlist) ranks for those as well.

## The QMS software we reviewed, ranked for small teams

Ranked by the average of our fit values for 1–10 and 10–50 people, then by overall score.

1. [OpenRegulatory Formwork](https://bestqmssoftware.com/reviews/formwork/): 7.8/10. Fit for 1–10 people 10/10, for 10–50 people 7/10. $7k/yr. Free tier. Starter costs $119 a month for up to 5 users; a larger team needs QMS + Techdoc at $599 a month for unlimited users. There's no SAML SSO or ISO 27001 certification, and the terms renew yearly with 30 days' notice, although the marketing says monthly.
2. [Matrix Requirements (Matrix One)](https://bestqmssoftware.com/reviews/matrix-requirements/): 7.5/10. Fit for 1–10 people 6/10, for 10–50 people 8/10. from $25k/yr. Free trial. You can start a Matrix Req trial yourself. Since October 2026 Team Plus costs $14,244 a year with 6 users included, and a full QMS also needs Matrix Quality, which has a $10,000 minimum annual deal; with 10 quality licences that comes to about $25,000 a year.
3. [SimplerQMS](https://bestqmssoftware.com/reviews/simplerqms/): 7.0/10. Fit for 1–10 people 6/10, for 10–50 people 8/10. from $17.5k/yr. Free trial. The $17,500 starting price covers up to 15 users and includes implementation, validation, migration and training, so it's also the minimum for a team of 3. Contracts auto-renew with 90 days' notice, and prices rise 5% every January.
4. [Greenlight Guru](https://bestqmssoftware.com/reviews/greenlight-guru/): 7.4/10. Fit for 1–10 people 5/10, for 10–50 people 8/10. from $12k/yr. No free trial. Packages start at $12,000 a year without a stated number of users, and Vendr reports deals from $20,975 to $54,739. The agreement runs for two years if the order form doesn't name a term.
